Uhhhhhh well yeah, technically you're correct. But how much of a democracy do you have when you can't affect change? Cool, they could vote and have political parties and talk shit about the government without disappearing into a basement prison cell, but if the constitution prohibits any actual improvements or choice-making abilities...again, how much of a democracy is that?
