I'm sure they have those conversations but my feeling is America would make them pay economically for disobeying and crush them with sanctions, our media would be filled with reports of "rogue actors" putting people in danger and producing "unsafe" versions, and they'd drum up support for destroying whatever companies, governments, and individuals were responsible.
