I think it is a common media misconception that they're equivalent. Analysts predicted for yeeears that extending NATO would illicit a reaction. Ukraine under American influence is seen as an existential security threat for Moscow. However ill-planned or executed, in their eyes, this was a move to ensure their long-term security. It isn't some raging psycho trying to recreate an empire on a whim. Even mainstream idiots like Thomas Friedman saw it coming. As far as I see it, guarantee security to Moscow, cool the situation. But I could be wrong.
