Graeber goes into that a bit in the book. He also talks about some scifi-novel where the robot owners let most people starve and just created robots to consume the things their robots were producing. After a while it wasn't as fun so they decided to give more to the commoners.

The frustrating thing for me is we don't need to "make work" because there are real issues that need to be dealt with. Maddening.
