Chicken and egg problem for sure. Rich countries love the corruption because they benefit. The corruption is a feature, not a flaw. If a leader in a poorer nation is actually effective like Lula in Brazil or Morales in Bolivia, they're arrested or worse and a more corrupt government takes over. It is an impossibly hard cycle to break.
